Tower Early Version Double Lock Handcuffs W/ patented anti-locking levers

Rare Tower version of a method in the 1880's to keep the handcuff in an open condition to help the officer apply them quicker and more safely.   

Most of these actually had the levers pried out for various reasons and to find one intact and working perfectly with original key is a great find.
