Imitation Tower Double Lock Handcuffs.
I am pretty sure these are not made by Tower and not made by Hugo Foth because if made by Foth they would be the same size and dimensions of Tower products.
The differences are subtle. The lock body is a bit rounded on edges, a bit thinner where it meets the pivot hinge. The lock case is more square in the cross section where the bow passes thru. The bow teeth are a bit different than Tower and the Tower key does not operate these cuffs well.
I don't know the origin of these.
The cuffs are stamped DE (Delaware?) and 98
They are in very good mechanical condition
